I have beaten the elite four, gotten the national dex, the rainbow pass and all of the legendary birds. after i got the ruby plate, i decided to get the sapphire to i went to 6 island. I am now standing in front of the steel door ready to use cut... but there's a guy in front of it. how do i get him to move?
What you have to do is go to Four Island and go into Icefall cave. Once there go up the Waterfall with the HM Move Waterfall. You will see Lorelei and some Rocket Grunts, battle them.
After you battle them, go back to 6 Isle and the guy should be gone.
After you navigate the Dotted Hole and see the Sapphire get taken, go to 5 Isle and battle your way through the Rocket Warehouse to get it back.
