My Homecoming theme is masquerade. It's my senior year and I want to at least sorta fit the theme this year.
My dress is really simple. It's got black and blue layers with a puffy bottom. It's not the prettiest ever, but it was $20 (it's second-hand, but it's never been worn - it had the price tags still on it! It was originally $190!).
I figured I'd spruce up my look with feathers. I'm making a hair clip using colourful feathers and peacock feathers. My necklace is a long string of pearls and my toenails are red, my shoes black.
I can't make a mask (school policy), but what else can I do to fit the theme? Are long gloves a good idea or are those tacky? Should I just curl my hair or try to make it messy-curly? Any other accessories that I could add to my look? I really want to stand out! Thanks! 
This might sound odd, but since I can't have a mask, what about using fancy face paint to paint a mask on my face? Or maybe just put some designs around my eyes?
your hair could be in victorian style curls.
also could use lighter foundation (to maintain your facial designs and eye color palette) with dark liner and extra long lashes, burgundyish red lipcolor not covering all of your lips (but center solid and softening towards mid lip, top and bottom lips) and slight coloring on your cheeks using the same, all to make it look a bit eccentric and quirky, but fitting.
is your dress long or short?
even with a puffy bottom, if its short, some dark thighlong stockings might look nice too, maybe lace or other that suits the dress.
try not to overdoit on the feathers, these are meant to enhance the look and make it appealing, not overpower it, another nice accessory would be a hand fan and the nails a little more burgundyish red, not bright red.
